Can matching plates and cups have different pack quantities?

Yes. Matching colors or patterns do not establish equal pack quantities. Confirm the pieces per pack and ordering increment for every product reference. Keep plates, cups, napkins and cutlery on separate worksheet rows, then compare their totals with the intended place setting. A coordinated photograph does not replace the written contents specification.
